I believe he is right about the reason the citizenry does not show up at meetings. It is not because people don’t care, they believe the process has already been decided before hand. It is the citizen’s responsibility to speak up and to be better organized. There are small ways for busy people to be heard and the people are beginning to do so on a fairly wide scale.
